Revised Parking and Niner Transit Plan for Commencement

To facilitate final exams on Friday, May 10, the following areas will be closed for commencement parking:

  • Cone Deck, Level 1 (no entry or exit on the Lot 7 side of Cone Deck)

  • ADA spaces in West Deck (reserved spaces will have cones placed in front)

  • SAC North lot and SAC ADA lot

Please be aware that campus parking and roads will have extremely heavy traffic beginning Friday, May 10, at 2:30 p.m.

Changes to Niner Transit Service:

  • Regular Niner Transit service will run from 6 a.m. to 2:30 p.m. on Friday, May 10. Service will change to commencement shuttle service only from 2:30 p.m. to 8 p.m. Niner Transit service will then resume with two Silver Line buses and two Green Line buses until midnight.

  • On Saturday, May 11, Niner Transit service will provide commencement shuttle service only from 7:30 a.m. to 8 p.m. Niner Transit service will then resume with two Silver Line buses and two Green Line buses operating until midnight. This change is to accommodate the influx of campus traffic. Silver, Green and Gold lines will be affected.

  • During commencement shuttle service, bus service will only be provided from East Deck and UNC Charlotte Main Station to the Popp Martin Student Union.

A few other notes:

  • Craver Rd. will be closed on Friday, May 10, from 3 p.m. to 8 p.m. and on Saturday, May 11, from 8 a.m. to 8 p.m. Please visit for changes in traffic pattern.

  • Light Rail --  Consider riding light rail to campus on Friday and Saturday. Anyone without a CATS all-access transit pass can purchase a single ticket through the CATS mobile app or at a kiosk at any train station. Standard CATS rates apply.

  • For information on regular Niner Transit schedules, download the free UNC Charlotte NextRide app at the App Store for Apple or Android. The app provides real-time tracking of the buses with estimated stop times. The same information is also available on the UNC Charlotte NextRide website.

In order to know that parking supply is sufficient for demand and to plan for future parking facilities, Parking and Transportation Services conducts thorough space counts every semester. All parking designations are counted — residents and commuters, facutly/staff, visitors, ADA parking, etc. Because students are the population for whom most of campus parking is designated, the following data focuses on decks and lots open to those with student permits.

The take-away

  • Parking areas closest to the academic center fill during peak class times. Always has, always will!
  • Overall, this semester averages more open spaces than were counted last Fall. That's a bit of a surprise because historically, there are more cars on campus in the Spring.
  • NEW this year: Parking Availability mobile website, with real-time available parking counts for all parking decks (surface lots do not yet have the space counting equipment required). Find out more here.

Thirteen years ago, UNC Charlotte did not provide inter-campus transportation. Police and Public Safety filled in with escort assistance, but there were no vehicles equipped to assist people with mobility issues nor resources to provide them.  

The first big step

CATS added three weekday commuter routes to their schedule, to serve campus from 6:30 a.m. until 10 p.m., Monday - Friday. As part of the CATS fleet, those first buses were ADA accessible, with drivers trained in loading, securing and unloading passengers who use wheelchairs.

  • Charlotte Area Transit (CATS) added three campus commuter routes (using Gold Rush buses at first) then 29 ft. single entry/exit buses
  • CATS fleet is ADA accessible, drivers are trained in loading, securing and unloading passengers with physical disabilities

That fulfilled the need for accessible  transportation around the perimeter of campus but did nothing for accessibility around the center, where most of the academic and administrative buildings stand. Elizabeth A. Hardin, vice chancellor for business affairs, guided the formation of a Campus Accessibility Advisory Committee and subcommittee; their task was to study and address inner core transportation. Subcommittee members walked the campus to note accessible building entrances, available nearby parking, proximity to shuttle stops, and obstacles to access.

Around that time, the campus police department saw the need to move responsibility for on-call nighttime safety escorts away from officers. The Parking and Transportation Services’ director suggested combining ADA transportation and evening safety escort, and per direction from Hardin, by 2009 SafeRide was serving both needs.

Photo of original SafeRide electric tramOn weekdays, three nine-passenger electric trams with manual ramps and a wheelchair fastening system moved approved  students, faculty and staff with mobility impairments from residence halls and parking areas to classroom buildings and offices throughout campus. After 6 p.m., SafeRide changed over to evening safety transportation open to anyone who made a request through a dispatch number.  The Disability Services Office handled medical eligibility for those who needed scheduled accessible transportation according to work or classes, and Campus Police dispatch answered the on-demand requests for evening escort transportation.

What was learned

The big lessons from the electric tram years of SafeRide were:

  • Electric trams were uncomfortable for passengers and drivers alike during cold or wet weather.
  • Trams were not designed for a campus as hilly as UNC Charlotte. Strained batteries and worn-out brakes were chronic problems.
  • In early 2013, the electric trams were limited to running just the inner core of campus before 6 p.m., and gasoline-powered 15-passenger vans served 33 pick-up points for evening safety transportation from 6 p.m. until 2 a.m.
  • On-demand dispatching of evening safety transportation was quickly overwhelmed. The “one-call-at-time” service model was inefficient, creating unacceptable wait times as ride requests increased. Scheduled service with multiple pick-up points was soon adopted to provide predictability and meet growing demand.

A revision – bigger, broader, later, longer bus service

Niner Transit bus

ADA service clientele continued to grow as did demand for more robust campus transportation in general. In 2017, the campus bus system moved from contracted weekday-only service with Charlotte Area Transit to University-branded Niner Transit with a designated fleet of 12 New Flyer buses operated by Academy Bus. Niner Transit buses are fully ADA accessible. New routes were scheduled 6 a.m.-2 a.m. weekdays, adding four hours to evening service. Weekend service was added as well, running from, 9 a.m.- 2 a.m..

  • Expanded bus services to cover late-night and weekends eliminated SafeRide split service.
  • Academy Bus awarded the operations contract through a rigorous RFP process.
  • Service was branded Niner Transit.

Photo of MV1 Paratransit vehicle with electric ramp downADA transportation was also rebranded and service was extended. Currently, Niner Paratransit uses three Mobility Venture vehicles (MV1). The boxy shape yields spacious room inside, allowing more ambulatory individuals to walk up an electric ramp and fit comfortably in the seats. Wheelchairs take the front passenger seat area with room to turn around and ride up and down the ramps.  The electric ramps can extend to accommodate a softer angle or greater weight if needed. Because MV1s are gas powered, the whole campus can be served along with main sections of the inner core. The best features for passengers include:

  • Weather protection
  • Greater range
  • Comfort

The improvements caused ridership to increase, passengers and drivers are shielded against weather conditions, and service hours are extended.  The 33 pick-up areas has grown to 65. Pick- up areas are clearly marked and easily located with Niner Paratransit signage.

Helena Connors, associate director, Parking and Transportation ServicesThere are many ways to measure the success of this change, but it’s the positive impact on riders that counts the most. Here’s an example shared by Helena Connors, PaTS associate director: “We assisted a professor who suffered much pain when transferring from her car to an electric tram, causing her to limit trips to campus. After receiving the MV1s, we asked her to meet us in one of the ADA parking lots to see how the transfer from car to MV1 would go. Much to the delight of all present, she was able to move from her car to the vehicle with hardly any discomfort! She was then able to come to campus as many days of the week that she wanted.”  


Here is how the current program operates and determines eligibility.

  • The passenger makes a service request with the Office of Disability Services .  
  • Once approved, the Disability Services staff decides between two status options: limited or unlimited.  Unlimited means that the individual can use our services until they are no longer a student, or employed as faculty or staff.  Limited means that the approver sets an end date as to when the services should no longer be required.
  • The approvals are then sent to the PaTS transportation office. We ask the passenger to fill out a time schedule every semester and those are set on first-come first-served basis.  As the schedules fill up, passengers may have to choose alternate times for pick up or drop off.
  • While the individual is waiting for approval, temporary service is offered for  two-weeks. Sometimes that’s all someone recovering from a minor injury needs.

If a participant does not need service according to a schedule, they can choose to ride using an on-demand option. On-demand callers are placed on the driver schedules where there are open time slots via the dispatcher.

Looking ahead

UNC Charlotte Parking and Transportation Services through Niner Transit and Niner Paratransit continues a commitment to meet the needs of a growing campus and increasing numbers of students, faculty, staff and visitors who need transportation assistance. We have reason to be proud of the strides made during this past decade, and but we must continue to build the program, expanding and enhance services that will make UNC Charlotte a fully accessible campus.

Traffic and Parking Alert for March 22 and March 24

UPDATED (3/23 at 9:36 a.m.)

UNC Charlotte will host the second round of the NCAA Women’s Basketball Tournament on behalf of the University of South Carolina this Sunday, March 24, 2019, at 2:00 p.m. In order to accommodate the event, campus parking policies will change for Sunday as follows:

  • West Deck, Cone Deck Visitor Level and Lot 7 will be open for event attendees ONLY from 11 a.m. to 3 p.m. Attendees will be required to pay $10 or present a prepaid pass to enter these areas.
  • If you have a University-issued parking permit, you may park in any deck or lot on campusexcept West Deck, Cone Deck Visitor Level and Lot 7 between 11 a.m. and 3 p.m.
  • Union Deck will be available for students, faculty and staff at no additional charge: All students, faculty and staff who have a valid University-issued parking permit may park in Union Deck. Visitors and event attendees must have a prepaid event parking pass or pay the $10 event fee to enter from 11 a.m. to 3 p.m.
  • Cone Deck will be available for students, faculty and staff at no additional charge: Students, faculty and staff who have a valid University-issued parking permit may park in Cone Deck. NOTE: Students, faculty and staff accessing Cone Deck MUST enter/exit on the Cone Center side of the deck. The Lot 7 side of the deck will remain closed.
  • Prior to 11 a.m., all decks and lots will be open via normal weekend permissions. After 11 a.m., campus decks and lots will remain in normal weekend permissions except for the restrictions at Union Deck, West Deck, Cone Deck and Lot 7 stated above.

Niner Transit on Regular Schedule

Niner Transit Green and Silver routes will run on regular weekend schedule, 9 a.m. - 2 a.m. However, it's expected that the NCAA event may create delays due to traffic from 12 p.m. - 6 p.m. Please monitor NextRide or follow on Twitter @UNCCNextRide for the most up-to-date information. 

Parking and transportation services will return to normal operations on Monday, March 25.

Light Rail

Parking and Transportation Services (PaTS) is rolling out a new opportunity to drive awareness for on-campus events and activities. Departments and student organizations can now purchase ad space for University-sponsored events and programs on Niner Transit buses.

Bus advertisements provide an affordable option for showcasing events and promoting helpful information to students and employees. Ad reservation rates start at $50 for departments and $25 for student organizations. Ads can be placed for two or four week increments and have the possibility to renew for an additional reservation pending space availability and approval from PaTS. Each reservation allows for 24 ads to be placed across all 12 Niner Transit buses, amounting to 2 ads per bus.   

Examples of acceptable advertising include campus-wide events, public service and safety information and programming that is sponsored by departments and registered student organizations. PaTS will not allow ads for products or services from outside the University.

Doug Lape, director of Parking and Transportation Services, explained that having a University-operated bus system allows PaTS to offer internal advertising opportunities, which in turn provides “a cost-effective way to advertise events and services to the campus community.”

The pilot bus ad program is scheduled to run through June 2019, but may become permanent if the pilot program succeeds.

Lape said he is confident that the program will continue, but initiating it in phases “allows us time to work out any operational or logistical challenges since we had to build this process from the ground up.”

In order to create a seamless customer experience, PaTS has partnered with REPROs to facilitate all ad printing. REPROS will print 24 ads for $9.60 plus applicable sales tax

While PaTS received a high number of reservations for bus advertisements during the first few months of the program, space is still available. Details about the program and an online form to reserve space are available on the PaTS website.

Tips for placing bus ads

Be sure to start planning your reservation two weeks in advance.

  1. Review the bus ad content guidelines prior to designing your artwork.

  2. Be sure to have your final (17 inches wide by 11 inches tall) print-ready artwork created and saved as an electronic file prior to submitting an ad reservation.

  3. Have your fund and source codes handy when you are ready to place your reservation. Student groups must pay by official student organization check. Check payment information for details.

  4. Once PaTS approves your ad, a representative will reach out to confirm your payment information. The PaTS representative will send your ad to REPROS for printing. REPROS will bill departments for printing costs separately.

  5. REPROS will deliver your ad to PaTS for placement on Niner Transit.

Beginning on Jan. 1, 2019, CCB parking stickers are no longer needed if you have already received permission to park at the Center City Building. Parking will be monitored by license plate recognition (LPR) technology.
If you would like to receive parking privileges at Center City Building, you must add CCB permission to your permit at the time of purchase. Students will be assigned CCB parking privileges based on their class schedule in Banner.

Updates, changes and tips for parking on campus this year

Change: No Commuter Parking in South Village Deck

  • Due to a peak number of residence hall rooms in the South Village area for fall semester, PaTS, in coordination with Housing and Residence Life, has agreed to limit South Village Parking Deck to Faculty, Staff and Resident students only during the weekdays (6:00 a.m. - 6:00 p.m.). 

  • Commuter permits will be valid in the South Village Parking Deck only between the hours of 6:00 p.m. and 6:00 a.m. weekdays.  This policy will be re-evaluated for spring semester, depending on residence hall occupancy demand.

Parking Construction Updates

Union Deck Expansion 

Confirmed: the expanded portion of the Union Deck will open on Monday, August 20, 2018.

Lot 5A delay

  • Due to unanticipated weather delays, Lot 5A (Commuter Lot) will NOT be available for the beginning of fall semester. The project team is working diligently to make this delay as short as possible. Updates will post on and on Twitter, @unccparking.

  • Additional Commuter parking is available in Union Deck (levels 1-4), North Deck and CRI Deck, all served by Niner Transit.

Parking Tips

  • You must park “head-in” with your license plate visible from the drive lane. You cannot back into a space unless your vehicle is registered in a state that issues both front and back plates, or you have purchased the front plate alternative from PaTS.

  • Typically, parking demand is exceptionally high during the first two weeks of fall semester, particularly at Union Deck. Plan to either arrive before 8:00 a.m. or park in a lot toward the margins of campus and utilize Niner Transit to move around campus.

  • Digital and printed signage will be posted at various locations throughout campus during the first week of school, letting you know what parking is available. Please pay attention to these signs as they will save you a lot of time and effort, directing you to the proper parking.

  • Parking is expected to be especially tight between Tuesday, Aug. 21 and Wednesday, Aug. 22, due to the first full days of classes.

  • Be prepared. Have a plan in mind for alternative parking if your first preference is full when you arrive. Parking map

  • Don’t circle a full lot or deck! That only adds to traffic congestion in or near parking decks and lots. Move to a lower-demand area such as North Deck or CRI Deck. There are bus stops nearby for transportation to the center of campus if you don’t wish to walk.

Traffic Tips

  • Peak traffic times are 7:45 a.m. to 9:15 a.m. and 5:00 p.m. to 6:00 p.m.

  • Follow @unccparking on Twitter. PaTS uses Twitter to inform of detours, delays, and other relevant information. For those who don’t use Twitter, the same information is fed directly to the PaTS homepage.

  • If leaving campus between 5:00 p.m. and 6:00 p.m., avoid exiting to John Kirk Drive by way of Van Landingham Road near Fretwell. Try using Mary Alexander Road to Mallard Creek Church Road or the bottom level of East Deck 2 that exits to Rt. 49 South (University City Blvd). 

  • If arriving on campus between 5:00 p.m. and 6:00 p.m., avoid the John Kirk Drive entrance at Van Landingham Road (near the Circle K). Instead, enter campus by using Cameron Blvd., the front entrance, Mary Alexander Road, or the bottom level of East Deck 2 from 49 South (University City Blvd.). 

  • All shuttles from off-campus housing complexes must load and unload passengers at the bus loop of East Deck 2 only. Students utilizing private shuttle services are advised to leave early due to campus congestion during the first two weeks of classes.

Parking permits for the 2018-19 academic year will be available for purchase through beginning July 1, 2018, and will reflect a 3 percent rate increase.

Here’s why rates are going up

While the cost of a UNC Charlotte parking permit remained static for four years, operating and administrative costs continued to rise. Additionally, PaTS committed more than $24 million last year to provide additional services for the campus community. The funds for these projects came from reserves that must be replenished to be able to keep pace with University growth. Read more about how parking funds are used on the PaTS website

The last time permit rates increased was 2013-2014, when prices rose 8 percent. This year’s 3 percent increase, approved by the Board of Trustees, changes the cost of a regular, annual permit from $450 to $465.  For more information, please review the permit types and price list.

The Student Government Association asked PaTS to consider a discount parking option for North Deck. The idea was approved and will be available tocommuter students this fall. An annual permit to park in North Deck only will be $350. Quantity is limited and sold on a first-come, first-served basis. Commuters also have the option of discount remote parking in Lot 6A (on the north corner of John Kirk and Cameron) and Lot 27 (near Harris Alumni House). Parking at Center City building

Fall semester parking at the Center City building (CCB) will continue to require a window decal until the new parking deck, operated by Preferred Parking, is open. If you had CCB parking privileges last year and will need them again this fall, please retain your 2017-18 CCB decal when purchasing your 2018-19 permit; current parking permissions will transfer. Those needing CCB parking for the first time will receive a new decal via U.S. mail at the permanent address on file in Banner if requested by July 31. After that date, the decal will be available for pick up at the CCB building (please allow 48 hours for decal to be processed and available).

Relaxed enforcement in effect Thursday, May 3 through Friday, May 11

What the means specifically is that:

  • Permits are still required to park
  • Meters are enforced
  • Visitor deck fees must be paid

​Any semester or year-long permit is valid 24/7

  • Two-Day permits are valid 7 days per week
  • Night permits are valid at any time

Any valid permit may park in any non-reserved student space

  • Commuter permits may park in Resident and Greek spaces
  • Resident permits may park in Commuter and Greek spaces
  • Greek permits may park in Commuter and Resident spaces
  • Faculty/Staff permits may park in any student space including Lot 16
  • Lot 6A and Lot 27 permits may park in any student space

Temporary (daily) permits are valid ONLY for the days purchased.

Permits are not enforced on weekends after 10:00 PM Friday until 5:00 AM Monday and when the PaTS Call Center is closed.

Moving out? Reminder about loading and unloading

For short term parking by a building to carry something in or out, call the PaTS Communication Center at 704-687-0161. Give your vehicle information and location. You'll be given some direction and 15 minutes to park.

PaTS' Communication Center line has someone available to help you 24/5 (weekdays from 5:00 AM continuously through 10:00 PM Friday). When in doubt, ASK, please! 

Summer Parking

Summer parking permits are available for online purchase may be picked-up from the PaTS Office May 15.

  • If you bought a full-time permit in the fall or spring (Commuter, Resident, Greek Village, Faculty/Staff) your permit is good throughout summer (expiration is August 15).
  • Summer permits cost $110 per session (Summer 1 or 2) or $185 for both sessions. More information.

A recent article in Niner Times contained inaccurate information regarding parking permit increases for the 2018-2019 academic year. Here is the correct information on the topic.

Is it true parking permits are going up 6 percent next academic year?

It is true there will be a modest increase to parking permits for the 2018-2019 academic year. However, a decision has not yet been made on the exact increase. Parking and Transportation Services (PaTS) is evaluating several scenarios and will share more information with campus as soon as a decision is made.

Why is an increase happening?

The cost of a parking permit has not changed in four years even though operating and administrative costs continued to rise during that time. Additionally, in 2017-2018, PaTS committed more than $24M to provide additional services for customers, including the expansion of Union Deck and Lot 8, and parking and permit management hardware and software. These funds came from reserves that must be replenished because as the University continues to grow, some existing parking will have to give way to new buildings and new parking will be needed in other areas. 

Why do students have to pay for parking on top of tuition?

No state funding or tuition dollars are used to build and maintain parking facilities. The University has to pay for building the parking decks needed to accommodate those who use them, which includes students, faculty and staff. Everyone with a regular, full-time permit pays the same. A large percentage of permit fees goes toward design and construction of new parking decks and maintenance of existing decks/lots.

Did SGA advocate for lower parking this past year with PaTS?

SGA never formally approached PaTS to discuss a decrease in permit costs. There was discussion about adding another discount remote permit in either North Deck or CRI Deck. PaTS listened to that suggestion and will add a discount remote permit for North Deck for commuters beginning in fall 2018.

Is UNC Charlotte the most inexpensive school in the system?

UNC Charlotte is not the most inexpensive school in the system, nor does it claim to be. It is, however, committed to value and accessibility for its students.  A comprehensive list of 2018-2019 tuition and fees for the UNC System shows that eight of the 16 system institutions have higher total tuition and fees for resident students than UNC Charlotte. Additionally, of all 16 institutions, UNC Charlotte is the fastest growing university in the system.

Are parking services the same across all universities in the UNC System?

No, they are not. Each school implements programs differently.

About ten years ago, the University developed a Campus Master Plan, which included placing parking primarily on the periphery of campus and building decks. This decision allows the University to maintain more open land space, makes the campus more pedestrian friendly and reduces congestion.  However, parking decks are more expensive to build and maintain than surface lots. Other universities in the system do not offer deck parking like UNC Charlotte does.

There are other differences in parking at UNC Charlotte versus other system institutions. For example, some universities ban freshmen from bringing cars to campus; others don’t have enough parking for their students and rely on a lottery system to determine who gets a permit or who goes on a waitlist for parking.

Are there are alternatives to parking on campus?  

Yes! Light rail brings the opportunity for students and employees  to avoid parking on campus. Students are encouraged to take advantage of their CATS all-access transit passes to use the train and bus systems to travel to campus. Faculty and staff can purchase a pass through PaTS.

(Updated 5/21/18) Craver Road closed Monday, May 14 so that water lines and a new pedestrian cross walk could be installed. Rain and other unforeseen delays have impacted the construction schedule; it may be mid-June before Carver Road reopens. Updates will post as soon as the new timeline is established.
